Yes, I agree. but it ain't gonna happen. 
in fact, I feel that some pensioners (especially those with more than £20K savings, personal or private pension, or in full time employment) shouldn't get it at all. It should be means tested, rather than an automatic payment just because you're over a certain age. 
An elderly lady i know, got her fuel payment last year, and she used it as spending money for her winter holiday! And she spends 3 months of the year in warmer climes, because it's "too cold" for her in England. Is this what the winter fuel payment is for? 
I know some severely disabled people who get nothing at all, and live in one room for 3 months, because they can't afford to heat the whole home. 2 darling friends actually died last winter because of hypothermia, (they couldn't afford to heat AND eat) and both were severely disabled and wheelchair bound. One was not found until boxing Day because her social services supplied carer didn't turn up on Christmas Day.  
I think that's disgusting.
